The Health & Human Resource Education Center (HHREC) in partnership with its Certified Covered California Community Partners are working together to provide you with up to date information and education on opportunities for health coverage. Our mission is to increase awareness, understanding and enrollment into Medi-cal. We are promoting the value of enrolling in Medi-cal coverage, changing attitudes and motivating individuals to take the next step to enroll.
HHREC Community Partners are also able to provide enrollment and renewal assistance for the Affordable Care Act's Covered California Health Insurance plans. Our Partners will help you navigate through the Covered California web based portal so you may compare health insurance plans. They will assist you in knowing if, and how much, financial assistance you qualify for or if you are eligible for reduced premiums.

Meet the Team
Marshawn Harris is an independent Insurance Broker affiliated with Alpha Capital Insurance Services and owner of Bay Area Quality Insurgence Services. She also serves as President of the CA Certified African-American Insurance Roundtable (CA-CAIR). She earned her MBA from the University of San Francisco and a Bachelor of Sciences with an emphasis in Finance from Fisk University. Marshawn is a seasoned multi-line insurance agent specializing in healthcare outreach, health and life insurance. After eighteen years in the insurance industry, she decided to focus her insurance practice on health insurance, specializing in Covered CA and community outreach in 2013. Her goal is to assist new clients in meeting their insurance goals and support current ones in maintaining a stable financial foundation.
Marshawn Harris is a Certified Covered California Agent and Educator under the California Black Health Network. As a Consultant for Health and Human Resource Education Center she worked over 30 community events and coordinated several health fairs since 2014. She is committed to treating each of her clients with respect and providing them with quality insurance services expressly tailored to them regardless of their economic status. Marshawn Harris currently resides in the beautiful city of Oakland, CA.
Dr. Linda White serves as Project Manager of CA-CAIR. She received her B.A. from University of California at Berkeley and her Masters and Ph.D. in Clinical and Developmental Psychology from the University of Illinois in Chicago. After a 25 year career, Dr. Linda White shifted her focus to consulting and financial services and has been in the insurance industry for fifteen years. She is an independent insurance broker specializing in individual and group benefits including medical, dental, vision, living benefits life insurance, supplemental insurance and tax free retirement options. She is also a Certified Covered California Agent. Dr. White has developed and maintained multiple carrier relationships with top insurance companies, enabling her to provide her clients with outstanding products and services. Her cornerstone belief is that “the client always comes first”.
Dr. White currently resides in San Francisco, CA and is a native. She is just as dedicated to her community, serving as board chair of an early childhood enrichment center volunteering with social service organizations and enjoys being active in her church. Linda’s interests include music, singing and sports.
